How to configure Subscription Manager to automatically create the same valid and existing user in Action Hub?

A user registered in Subscription Manager  will not be able to access Action Hub if the same user account does not yet exist in Action Hub.

However, setting the AutoRegister to True within the Subscription Manager key in Action Hub’s site.config file, will allow an existing Subscription Manager user account to be created in Action Hub when the user accesses Action Hub for the first time.
